Billy Mikualik was born in Hamilton in 1958 while his mother was receiving treatment for tuberculosis. Billy lived at a camp in Wipiarluq before being placed with a family at Pallavik. His family was asked to relocate to Qikiqtarjuaq in 1964. They traveled to the community by dog team. Billy notes that his step-mother was much more worried about him once they relocated to Qikiqtarjuaq, and that she no longer allowed him to roam about freely. Billy also noticed frustration and unhappiness in his parents.
